Integrating Fair Housing into Land Use Planning

How communities regulate land development profoundly impacts how fairly people can access housing and benefits regardless of their personal characteristics, abilities or family type. In Oregon, little guidance existed on how to integrate fair housing with land use planning.

The Fair Housing Council of Oregon contracted Commonworks Consulting to develop a checklist for local planners to use in reviewing their plans, codes and practices. The checklist contains both minimum requirements and best practices and serves as a starting point for developing code revisions and plan amendments.

Features

  • Clarifies the relationships between fair housing, affordable housing and needed housing
  • Includes both minimum requirements and best practices
  • Provides a checklist for ease of use
  • Contains relevant federal and state citations
